Equity markets fluctuated, with Hong Kong, Manila, Sydney, Taipei and Wellington up but Jakarta, Seoul, Shanghai, Singapore and Tokyo down.
The project will comprise four chip fabrication plants in the comparatively underdeveloped southwest, said Industry Minister Kim Jung-kwan.
